Notice has been given that:

River Asphalt LLC dba River Asphalt, requests an amendment to the operation permit (Permit: APC-2006/0134-OPERATION (Amendment 5)(NSPS)), to add a Baghouse Preventative Maintenance and Malfunction Plan, a dust control plan, to modify the pressure drop range for the rotary dryer baghouse under Condition 3.1.9, and to remove references to Recycled Asphalt Shingles (RAS) and Recycled Asphalt Paving (RAP)/Recycled Asphalt Shingles (RAS) blends for the 312 Tons Per Hour Astec Drum Mix Asphalt plant at their 30548 Thorogoods Road, Dagsboro, Sussex County facility. These changes do not result in any emission increases. The 312 Tons Per Hour Astec Drum Mix Asphalt Plant will be permitted to emit 0.83 TPY SO_X , 4.9 TPY NO_X, 4.84 TPY VOCs, 19.78 TPY CO and 8.62 TPY PM_Total by Permit# APC-2006/0134-OPERATION (Amendment 6)(NSPS).

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending August 13, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
