Project Description: Keastone Bay, LLC proposes to install approximately four hundred and ninety-two linear feet (492 LF) of four-inch (4”) diameter sanitary sewer force main, two (2) submersible pumps, and related appurtenances to serve 61 proposed and 158 future dwellings located at the intersection of Banks and Green Road, Millsboro, DE 19966. The proposed force main will connect to Kent Regional Resource Recovery Facility.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 15 days from this notice, ending at 4:30 p.m. on July 23, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
