This office has under consideration the application of:

Applicant: Hometown Village of Cool Branch, LLC
Location: 26156 Graham Branch Road, Seaford DE 19973
Parcel(s): 132-2.00-338.02 and 132-2.00-338.03

Project Description: Cool Branch Associates, LLC has submitted a renewal application for State of Delaware Operations Permit No. 359051-03 for the Village of Cool Branch Wastewater Treatment and Disposal Facility. The treatment system is designed to treat up to 63,000 gallons per day of domestic wastewater generated by the Village of Cool Branch mobile home park. The system consists of a comminutor and manually cleaned bar screen for preliminary solids removal, followed by an aerated lagoon and a facultative polishing/storage lagoon for biological treatment and effluent storage. Final disinfection is provided through two chlorine contact chambers located within a dedicated chlorination building. Treated effluent is conveyed to the spray irrigation system through an irrigation pump station equipped with three pumps. The treated effluent is discharged via spray irrigation onto 30.3 acres using solid‑set irrigation.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 15 days from this notice, ending at 4:30 p.m. on July 2, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
