Notice has been given that:

Enstructure Wilmington Holdings, LLC., the operator of the Port of Wilmington, requests a temporary permit to construct one (1) portable Caterpillar, model XQ2280 Generator Set with 1,825 kW Cat 3516C diesel engine at their facility located at 1 Hausel Road, Wilmington, New Castle County. The portable generator will provide temporary power to operate the C-5 Gantry crane at the Port of Wilmington while the current C-5 Cummins engine is being repaired or replaced. The engine used in this generator set comply with U. S. EPA regulations under the provisions of 40 CFR 1039, Non-Road Tier 4 emissions limits. The portable generator will be permitted to emit 4.75 tons per year of NO_X, 0.3 ton per year of CO, 0.13 ton per year of PM_Total, 0.13 ton per year of PM₁₀, 0.13 ton per year of PM_2.5, 0.11 tons per year of total hydrocarbon, and 0.06 ton per year of SO₂ by Permit: APC-2026/0150-CONSTRUCTION (Temporary),

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending January 29, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
