Notice is hereby given that Allan Myers, Delaware, Inc. has applied, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to increase reclaimed/recycled asphalt pavement (RAP) contracted crushing services from 50,000 TPY to 100,000 TPY and to use a mobile 350 HP impact crusher, 110 HP Powerscreen, 73 HP stacker conveyor and associated conveyors that are permitted at other locations at 1230 Railcar Avenue, Wilmington, Delaware.
Allan Myers, Delaware, Inc. requests a limit for production hours to be 2500 hour/year for the contracted services. These limits are necessary to restrict Allan Myers, Delaware, Inc. potential to emit air pollutants, and will be enforceable by the EPA and the state. Total estimated emissions from the facility are 12.18 TPY THC/TOC, 10.79 TPY NOx, 0.97 TPY SO2, 35.72 TPY CO, 1.97 TPY PM2.5, 10.69 TPY PM10, and 14.71 TPY PT.
The application, the “draft” permit (APC-2016/0026-OPERATION (Amendment 3) (NSPS) (MNSR) (SM)), and all other submitted materials (other than those granted confidential treatment under DNREC rules), in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending May 6, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
