The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the Seeds of Greatness Church-New Castle (DE-1474) Site (Site) located in New Castle, Delaware. The approximately 16.48-acre Site was occupied by a flour mill from 1885 to 1907, a foundry from 1912 to 1985 and has been largely unused since 1985. The Site is currently a vacant lot consisting of concrete building foundations, vacant buildings, paved parking areas, and packed gravel areas. The western portion of the site consists of woodland, shrub areas, and wetlands.
The Site will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the site including the implementation of a cap, development and compliance with a Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant limiting interference with the remedy and groundwater withdrawal, and the submittal of a Remedial Action Completion Report.
DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Seeds of Greatness Church-New Castle Site on September 30, 2026. There were no comments or questions from the public regarding the Proposed Plan.
Details of the Final Plan of Remedial Action (Final Plan) are available online at den.dnrec.delaware.gov.
