The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up Operable Units 1 and 3 (OU-1 and OU-3) of the Amtrak Wilmington West Yard Site (DE-0159) (Site) located at 1 High Speed Way in Wilmington, Delaware. The approximately 38-acre Site has operated as a railcar and equipment staging yard since approximately 1884. The railyard was operated by various railroad companies before ownership being transferred to Amtrak in 1976. Minor equipment maintenance is also conducted at the Site. OU-1 consists of a portion of the Site that includes the Amtrak Training Center, parking lot, entrance road, and adjacent wooded area. OU-3 consists of a portion of the Site that includes the electrical substation and surrounding upland area.
The Site will be subject to the following key remedial actions: disposal of PCB contaminated soils, development and compliance with a Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant, and the submittal of a Remedial Action Completion Report.
