Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. § 9107 (a)(1), requires the Department of Natural Resources and Environmental Control (DNREC) to provide “public notification within 20 days after entering into negotiations for a voluntary cleanup settlement agreement with any person that agrees to perform a remedy.”

DNREC’s Remediation Section (DNREC-RS) is negotiating a VCP Agreement with Juniper Building LLC. for the former O’Brien property (site), located at 100 S West Street, Wilmington, Delaware. Identified by New Castle County as tax parcel number 26-043.00-002, the Site may have had a release of hazardous substances because of historical activities on site.
