The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the 25 Commerce Street Site (DE-1836) (Site) located in Wilmington, Delaware. The Site is currently undeveloped and consists of one tax parcel totaling approximately 2.73 acres. Historically, the Site was used for glass manufacturing, boat construction, trash disposal, and tree care, and most recently for painting and concrete pumping.
The 25 Commerce Street Site will be subject to several key remedial actions. These requirements include submitting a Remedial Action Work Plan with site-capping details; conducting Long-Term Stewardship monitoring for groundwater contaminants and cap integrity; and recording an Environmental Covenant restricting the site to non-residential use, a groundwater withdrawal restriction, and a no-dig restriction greater than 1 foot. The site also must comply with the Contaminated Materials Management Plan and submit a Remedial Action Completion Report.
DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the 25 Commerce Street Site on June 17, 2026. There were no comments or questions from the public regarding the Proposed Plan.
