The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up the All Rite Rubbish Removal Site (DE-0211) (Site) located at 11455 South DuPont Highway in Felton, Delaware. The approximately 10.4-acre Site was used for agricultural purposes from at least 1937 until 1968. The northwestern portion of the property has been utilized for various commercial purposes since 1962. It operated as an automobile repair shop, a car and farm equipment dealership, and a storage area for vehicles and dumpsters. The Site has been vacant since 2021.
The Site will be subject to the following key remedial actions: development and compliance with a Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan, and the recording of an Environmental Covenant limiting groundwater withdrawal and restricting the property to non-residential use.
