Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the Parcel A (DE-1769) Site (Site) located at 105 South Market Street, in Wilmington, Delaware. Historical operations on the southern portion of the Site include carriage manufacturing, boiler repair and painting, and tannery operations from at least 1901 until 1940. The southern portion of the Site was vacant from 1940 until the 1980s and operated as a work training and residential facility by the Salvation Army until 2022. The northern portion of the Site has been maintained as a utility corridor by the City of Wilmington since at least the 1930s.

The Site will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the site including the removal/disposal and stabilization of primarily arsenic-impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) standards, implementation of a cap, development and compliance with the Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant limiting interference with remedy; groundwater withdrawal; and compliance with the CMMP and LTS Plan; and the submittal of a Remedial Action Completion Report.

DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Parcel A Site on April 29, 2026. There were no comments or questions from the public regarding the Proposed Plan.
