Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean up the Barbara Hicks Park Operable Unit-2 (OU-2) and Operable Until-3 (OU-3) Site (DE-1901) (Site) located at the intersection of A Street and Goodman Street and sits between Barbara Hicks Park Site Operable Unit-1 (OU-1) Site (DE-1804) and Strobert Tree Services in Wilmington, Delaware. The Proposed Plan of Remedial Action (Proposed Plan) addresses OU-2 and Operable OU-3. OU-2 consists of a “paper street” that is vegetated and is located at the intersection of Goodman Street and A Street and OU-3 consist of groundwater beneath the entire Barbara Hicks Park area (OU-1 and OU-2).

Barbara Hicks Park OU-2 and OU-3 will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan (RAWP), removal of two feet of soil with elevated concentrations of Polycyclic Aromatic Hydrocarbon (PAHs) or metals, followed by off-site disposal and backfilling with two feet of DNREC-RS–approved fill material, development and compliance with the Contaminated Materials Management Plan (CMMP), development and compliance with the Long-Term Stewardship (LTS) Plan, the recording of an Environmental Covenant restricting the use to non-residential, restricting groundwater withdrawal and compliance with the CMMP and LTS plan, and the submittal of a Remedial Action Completion Report.
