DNREC Notice No. WHS20260148
Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of Operable Unit-9 (OU-9) of the Chrysler Newark Assembly Plant Site (DE-0105) (Site) located in Newark. The Site has had various uses including agriculture, rail yard, powerhouse, tank farm, military tank assembly, testing and vehicle assembly prior to its 2008 redevelopment as the University of Delaware’s Science, Technology, and Advanced Research (STAR) Campus. The Main Assembly building was previously located on OU-9.

To prevent exposure to contaminated soils and groundwater in the Sites OU-9, there will be restrictions on use to non-residential, on the withdrawal of groundwater and on cap-disturbing activities at the Site, long-term monitoring and management of site soils and groundwater in accordance with DNREC-approved plans and the installation of a vapor mitigation system beneath new buildings constructed in certain areas of the OU-9.

DNREC issued a public notice of the Second Amended Proposed Plan of Remedial Action (Second Amended Proposed Plan) for the Chrysler Newark Assembly Plant Site on March 18, 2026. There were no comments or questions from the public regarding the Second Amended Proposed Plan.
