Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up Operable Unit 3 (OU-3) of the Chrysler Newark Assembly Plant Site (DE-0105) (Site) located in Newark. The Site has been divided into operable units, or OUs, to facilitate cleanup and redevelopment. Prior to the 1950s, OU-3 of the Site was utilized for agricultural purposes. Between the early 1950s and when plant operations ceased in 2008, the Site was used as a rail yard, powerhouse, tank farm, military tank assembly/testing, and vehicle assembly, prior to redevelopment as part of the University of Delaware’s Science, Technology, and Advanced Research (STAR) Campus. OU-3 of the Site consists of approximately 68 acres largely situated on the northern, central, and eastern portions of the Site.

OU-3 of the Site will be subject to the following key remedial actions: compliance with the Contaminated Materials Management Plan (CMMP) during intrusive construction activities, conducting monitoring and maintenance activities in accordance with the Long-Term Stewardship (LTS) Plan, and the recording of an Environmental Covenant restricting groundwater withdrawal, intrusive construction activities, and requiring compliance with the LTS Plan and the CMMP, and the installation of a vapor mitigation system beneath new buildings construction in certain areas of the OU.
