Final Plan of Remedial Action for 906 South Market Street (DE-1858)

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the 906 South Market Street [DE-1858] Site (Site) located in Wilmington. A dry-cleaning facility operated on the Site from the 1950s through to the 1970s. By the late 1970s, the building was rented out to various multiple commercial tenants until 2025.

906 South Market Street will be subject to the following key remedial actions: submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the Site including the removal and disposal of petroleum-impacted soils and construction of a cap; re-evaluation of vapor intrusion potential after soil removal and significant site elevation change; development and compliance with the Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan; the recording of an Environmental Covenant restricting to non-residential use only, groundwater withdrawal and compliance with the CMMP and LTS Plan; and, the submittal of a Remedial Action Completion Report.

DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the 906 South Market Street Site on November 26, 2025. There were no comments or questions from the public regarding the Proposed Plan.
