Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public to comment on a proposal to clean up 906 South Market Street (DE-1858) (Site) located at 906 South Market Street in Wilmington. A dry-cleaning facility operated on the Site from the 1950s through to the 1970s. By the late 1970s, the building was rented out to various multiple commercial tenants until 2025.

906 South Market Street will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the Site including the removal and disposal of primarily petroleum-impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) standards and construction of a cap to limit contact to deeper impacted soils; re-evaluation of vapor intrusion potential after soil removal and significant site elevation change; development and compliance with the Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship (LTS) Plan; the recording of an Environmental Covenant restricting use to non-residential use only, groundwater withdrawal and compliance with the CMMP and LTS Plan; and, the submittal of a Remedial Action Completion Report.
