The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal of clean-up of Operable Unit 11 (OU-11) aka Battery Elder of the Fort Dupont Redevelopment Site (DE-1618) (Site or OU 11)) located in Delaware City. OU-11 is one of the Operable Units (OUs) within the over 300-acre Fort Dupont Site that had historically been occupied and operated as a Formerly Used Defense Site (FUDS) and later as the Governor Bacon Health Center. The entire Fort DuPont Site will be investigated and redeveloped as part of a revitalization and preservation effort. However, no redevelopment is planned for OU-11 and it will remain part of the Fort Dupont State Park.
OU-11 will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the removal and disposal of lead-impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) Standards; development of a contaminated materials management plan (CMMP); close and abandon the monitoring wells in accordance with state and local regulations; and the recording of an Environmental Covenant to restrict the Site to non-residential use, limit groundwater withdrawal, and require vapor intrusion assessment of any new structures, and compliance with the CMMP; as well as the submittal of a Remedial Action Completion Report.
