Final Plan of Remedial Action for the Orange Street Parking Lot Site (DE-1853)

The Department of Natural Resources and Environmental Control (DNREC) Division of Waste and Hazardous Substances (WHS) Remediation Section (RS) has adopted a plan regarding the clean-up of the Orange Street Parking Lot Site (DE-1853) (Site) located at 711 N Orange Street, 706-708 N Tatnall Street, and 215-219 W 7th Street in Wilmington, New Castle County, Delaware. The Site is part of a developed urban block in downtown Wilmington that has historically supported mixed commercial and residential uses. The Orange Street Parking Lot Site consists of approximately 0.92 acres and includes seven tax parcels currently improved with asphalt-paved parking areas. Past uses of the Site have included a carriage works, plumbing supply, and print shop.

Remedial actions for the Orange Street Parking Lot Site (DE-1853) will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan specifying the methods to be used to implement the selected remedy; the recording of an Environmental Covenant restricting site use to non-residential purposes, prohibiting groundwater withdrawal, and requiring compliance with the CMMP; development and compliance with the Contaminated Materials Management Plan (CMMP) to manage contaminated soil and groundwater during future subsurface work; implementation of a Long-Term Stewardship (LTS) Plan including groundwater monitoring; and the submittal of a Remedial Action Completion Report documenting that all required remedial actions have been completed.

DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Orange Street Parking Lot Site on September 21, 2025. There were no comments or questions from the public regarding the Proposed Plan.
