Pursuant to 7 Del. C., Section 6004, notice is hereby given by the Department of Natural Resources and Environmental Control’s (DNREC) Division of Waste and Hazardous Substances (DWHS), Compliance and Permitting Section (CAPS) that Goodwill of Delaware and Delaware County’s Goodwill Recycling Center (GRC) at 400 Centerpoint Blvd, Wilmington, DE 19802 is being permitted by the CAPS.

Goodwill’s solid-waste permit application is for the operation of a glass and ceramic recycling center. This permit incorporates operational and environmental monitoring requirements for the entire GRC.

The application and draft permit for this permit may be reviewed upon request. The application and draft permit are posted online at de.gov/dnrecnotices.

A public hearing (on the above) will NOT be held unless the Secretary of DNREC receives a request within 15 days from this notice, ending at 4:30 p.m. on October 30, 2025. A request for a hearing shall be in writing and shall state the nature of the issues to be raised at the hearing. It must also show a familiarity with the permit application and a reasoned statement of the activity’s probable impact.
