Final Plan Of Remedial Action For 506-508 West 9th Street Site (DE-1856)



Division of Waste and Hazardous Substances

The Department of Natural Resources and Environmental Control (DNREC) Division of Waste and Hazardous Substances (WHS) Remediation Section (RS) has adopted a plan regarding the clean-up of the 506-508 West 9th Street Site (DE-1856) (Site) located at 506-508 West 9th Street in Wilmington. From 1969 to 1983 the Site operated as Mademoiselle Clothes Cleaners Inc. The use of chlorinated solvents in dry cleaning operations likely resulted in releases that have contributed to the Site groundwater and soil gas contamination.

The Site will be subject to the following remedial actions: installation of a vapor mitigation system; compliance with a Contaminated Materials Management Plan (CMMP); and Long-Term Stewardship (LTS) Plan; and recording of an Environmental Covenant restricting installation of groundwater wells and groundwater withdrawal; and compliance with the LTS Plan.

DNREC-RS issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the 506-508 West 9th Street Site on July 13, 2025. There were no comments or questions from the public regarding the Proposed Plan.
