The Department of Natural Resources and Environmental Control (DNREC) Division of Waste and Hazardous Substances (WHS) Remediation Section (RS) invites public comment on a proposal to clean up the 506-508 West 9th Street Site (DE-1856) (Site) located at 506 and 508 West 9th Street in Wilmington. The Site is around 0.08 acres and contains a 5,817-square foot, three-story, residential duplex with basement, sidewalks, and small grassy back yards. From 1969 to 1983 the Site operated as Mademoiselle Clothes Cleaners Inc. The use of chlorinated solvents in dry cleaning operations likely resulted in releases that have contributed to the Site groundwater and soil gas contamination.
The 506-508 West 9th Street Site will be subject to the following key remedial actions: installation and maintenance of a passive vapor mitigation system in each basement; recording of an Environmental Covenant restricting well installation and groundwater withdrawal; and compliance with a Long-Term Stewardship Plan.
