The Department invites public comment on a proposal to clean-up the Estate of William C. Ward, Operable Unit -2 (OU-2) (“Site”)(DE-1272) located at 614 South Church Street in Wilmington. The Site is part of a former incinerator dump that has been subdivided into two (2) operable units (OU). The New Castle County tax parcel number associated with OU-2 is 2605700051 and the size is approximately 4.29 acres.
Key remedial actions will include: 1) the submittal of a Remedial Action Work Plan (RAWP) which specifies the methods to cap the site; 2) the development and compliance with a Contaminated Materials Management Plan (CMMP) for the removal and disposal of any impacted soils, 3) a Long-term Stewardship Plan (LTS); 4)The recording of an Environmental Covenant (EC) restricting groundwater withdrawal and property usage to commercial use only.; 5) Compliance with the CMMP and LTS will be required and 6)the Remedial Action Completion Report is required to attain the final Certification of Completion of Remedy (COCR).
