The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the Harb’s Rug Cleaners (DE-1862) Site (Site) located in Wilmington, Delaware. The Site is an approximately 0.34-acre property consisting of New Castle County tax parcel 0703710011. Following the acquisition of the property, the onsite building will be demolished, and the Site will be redeveloped for commercial purposes.
The site will be subject to the following key remedial actions: preparation and implementation of a site-specific Long-Term Stewardship (LTS) Plan, development of and compliance with a Contaminated Materials Management Plan (CMMP) and recording of an Environmental Covenant that restricts groundwater withdrawal and requires compliance with the LTS plan and CMMP.
DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Harb’s Rug Cleaners Site on March 9, 2025. There were no comments or questions from the public regarding the Proposed Plan. Details of the Final Plan of Remedial Action are available online at: den.dnrec.delaware.gov.
