Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up Justison Landing Parcel 1B Site (DE-1893) (Site) located at 308 Justison Street in Wilmington consisting of 0.85 acres. The Site has been used as a seasonal beer garden in the summer and an ice-skating rink in the winter. In the past, the Site was part of a historic ship building area and was used for the City of Wilmington Maintenance Yard.

The Site was previously included as part of the Justison Landing Redevelopment—Phase I Site (DE-1377) as Parcel 1 which has an approved Final Plan of Remedial Action (Final Plan). Some remedial actions were completed on the Site in accordance with that Final Plan. However, in 2018, for redevelopment purposes, Parcel 1 was split into Parcel 1A and Parcel 1B. Parcel 1A is being addressed as separate Site (DE-1674). This Proposed Plan of Remedial Action is for Parcel 1B (DE-1893).

Taking into consideration the remedial actions already completed on the Site, the Justison Landing Parcel 1B Site will be subject to the following key remedial actions: Environmental Management during Construction—Update and implement the revised Justison Landing Contaminated Materials Management Plan; installation of vapor barriers on any occupied buildings; Institutional Controls: placement of an environmental covenant limiting land disturbing activities and limiting groundwater withdrawal, compliance with the Long-Term Stewardship Plan and Contaminated Materials Management Plan; Long Term Stewardship Plan-develop and implement a Justison Landing Parcel 1B LTS Plan, and submittal of a Remedial Action Completion Report.
