The Department of Natural Resources and Environmental Control (DNREC) Division of Waste and Hazardous Substances (WHS) Remediation Section (RS) has adopted a plan regarding the clean-up of the 400 S. Market St. Site (Site) (DE- 1835) located in Wilmington. The Site contains one commercial building totaling 10,000 square feet, located on the eastern portion of the property. The Site operated as a mill working company since the early 1950s. The Site consists of approximately 1.44 acres.
The Site will be subject to the following key remedial actions: capping the Site with impervious material or at least two feet of clean fill, development and compliance with the Contaminated Materials Management Plan (CMMP), the recording of an Environmental Covenant restricting groundwater withdrawal and preventing disturbance of the cap, and development and compliance with the long-term stewardship plan.
DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the 400 S. Market St. Site on January 5, 2025. There were no comments or questions from the public regarding the Proposed Plan.
