The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on a proposal to clean-up the Harb’s Rug Cleaners site (DE-1862) (Site) located at 3412 Kirkwood Highway in Wilmington, Delaware. The site consists of New Castle County tax parcel 0703710011, with a total area of approximately 0.34 acres. Following the acquisition of the property, the onsite building will be demolished, and the Site will be redeveloped for commercial purposes.

The site will be subject to the following key remedial actions: preparation and implementation of a site-specific Long-Term Stewardship (LTS) Plan, development of and compliance with a Contaminated Materials Management Plan (CMMP) and recording of an Environmental Covenant that restricts groundwater withdrawal and requires compliance with the LTS plan and CMMP.
