The Department of Natural Resources and Environmental Control (DNREC) – Remediation Section (RS) has adopted a Final Plan of Remedial Action (Final Plan) regarding the clean-up of the 321 E. 11th St. & 0 Wilson St. [DE-1824] Site (Site) located in Wilmington. The Site historically operated as a tannery before being redeveloped into the Elwyn Institute and a parking lot. The Site will be subject to the following key remedial actions: development and compliance with the Contaminated Materials Management Plan (CMMP) and the recording of an Environmental Covenant requiring compliance with the CMMP, restricting groundwater withdrawal, and restricting the site to commercial, manufacturing, or industrial use.
DNREC issued a public notice of the Proposed Plan of Remedial Action for the 321 E. 11th St. & 0 Wilson St. Site on January 15, 2025. There were no comments or questions from the public regarding the Proposed Plan.
