Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (“Department” or (“DNREC”) has adopted a plan regarding the clean-up of the Jackson Avenue – Wilmington University Site (DE-1706) (“Site”) located at 3 and 11 Jackson Avenue in New Castle, Delaware. The Site was historically used as an American Legion Post and is adjacent to a dry cleaner and former gasoline station. The Jackson Avenue – Wilmington University Site consists of an asphalt paved parking lot and gravel area where a former building was demolished and is located on two tax parcels (10-019.10-158 and 10-019.00-007), totaling approximately 1.38 acres.

The Jackson Avenue – Wilmington University Site will be subject to the following key remedial action(s): the recording of an Environmental Covenant restricting use of the site to non-residential type uses permitted within Commercial, Manufacturing, or Industrial Districts, and the restriction of groundwater withdrawal.

DNREC issued a public notice of the Proposed Plan of Remedial Action (“Proposed Plan”) for the Jackson Avenue – Wilmington University Site (DE-1706) on December 15, 2024. There were no comments or questions from the public regarding the Proposed Plan.
