The Department invites public comment on a proposal to clean-up Jackson Avenue – Wilmington University (DE-1706) located at 3 and 11 Jackson Avenue in New Castle, Delaware. The Site was historically used as an American Legion Post and is adjacent to a dry cleaner and former gasoline station. Jackson Avenue – Wilmington University consists of an asphalt paved parking lot and gravel area where a former building was demolished and is located on two tax parcels (10-019.10-158 and 10-019.00-007), totaling approximately 1.38 acres.
Jackson Avenue – Wilmington University Site will be subject to the following key remedial action: the recording of an Environmental Covenant restricting use of the site to non-residential type uses permitted within Commercial, Manufacturing, or Industrial Districts, and the restriction of groundwater withdrawal.
