The Department has adopted a plan regarding the clean-up of Operable Unit 2 (OU-2) of the 401 – 425 New London Road Site (DE-1680) located in Newark. The Site has been utilized as a shopping center since the 1960s. OU-2 consists of an approximately 4.85-acre portion of the Site and contains a unit formerly containing dry cleaner operations.
OU-2 of the Site will be subject to the following remedial actions: excavation and off-site disposal of impacted soil and groundwater beneath the former dry cleaner unit, backfilling of the excavation with stone and zero-valence iron, installation of a vapor and groundwater recovery system, maintenance of a cap atop soil consisting of either impervious material or 1 foot of DNREC-approved material, development of a Contaminated Materials Management Plan (CMMP), development of a Long-Term Stewardship (LTS) Plan, and the recording of an Environmental Covenant with the property deed that restricts property use to non-residential, restricts groundwater withdrawal, restricts land-disturbing and floor-modification activities, and requires compliance with the CMMP and LTS Plan.
DNREC issued a public notice of the Proposed Plan for OU-2 of the 401 – 425 New London Road Site on September 15, 2024. There were no comments or questions from the public regarding the Proposed Plan. Details of the Final Plan of Remedial Action are available online at: den.dnrec.delaware.gov.
