Amended Final Plan of Remedial Action for the 601 Delaware Avenue Site (DE-1779)

The Delaware Department of Natural Resources and Environmental Control (DNREC) has adopted an amended plan regarding the clean-up the 601 Delaware Avenue Site (DE-1779) located at 601 Delaware Avenue, Wilmington, DE. The Site is an approximately 0.19-acre property consisting of a portion of New Castle County tax parcel 2602830222. The building on the property has been demolished. The remainder is covered by asphalt-paved parking spaces and landscaping. The surrounding area is mixed use, including office, retail, hotel, hospital, and residential space.

The Site will be subject to the following key remedial actions: submittal and approval of a Remedial Action Work Plan (RAWP), development of and compliance with a Contaminated Materials Management Plan (CMMP), placement of a two-foot soil, stone, or impervious cap/cover over impacted areas to restrict access to underlying soil, recording of an Environmental Covenant that restricts groundwater withdrawal and requires approval of any future soil disturbances as well as compliance with the CMMP, implementation of a site-specific Long-Term Stewardship (LTS) Plan and the submittal of a Remedial Action Completion Report (RACR).

DNREC issued public notice of the Amended Proposed Plan of Remedial Action for the Site on October 15th, 2023 and opened a 20-day public comment period, which ended on November 6th, 2023. The Amended Proposed Plan is attached. There were no comments from the public; therefore, the Amended Proposed Plan is adopted as the Amended Final Plan.
