Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. Chapter 91, §9126, the Department of Natural Resources and Environmental Control (DNREC) is required to issue a public notice within twenty days after entering into negotiations for a Certified Brownfields Development Agreement (BDA). A BDA is an agreement between DNREC and a Certified Brownfields Developer with respect to a Certified Brownfield Site that sets forth a scope of work and schedule of remedial activities during the development of the Site.
DNREC’s Remediation Section (DNREC-RS) is negotiating a BDA with Wilmington HOPE Commission Inc. regarding the Gordon Street Properties Site (Site), located at 19, 23, 25, 29, 37, 41, & 49 Gordon Street, Wilmington, Delaware. Identified by New Castle County as tax parcel numbers 26-022.30-362, 26-022.30-363, 26-022.30-364, 26-022.30-365, 26-022.40-135, 26-022.40-136, and 26-022.40-137 the Site may have had a release of hazardous substances as a result of historical activities on site.
