The Department invites public comment on a proposal to clean-up Operable Unit 2 (OU-2) of the 401 – 425 New London Road Site (DE-1680) located at 401 – 425 New London Road in Newark. The Site has been utilized as a shopping center since the 1960s. OU-2 consists of an approximately 4.85-acre portion of the Site and contains a unit formerly containing dry cleaner operations.
OU-2 of the 401 – 425 New London Road Site will be subject to the following key remedial actions: excavation and off-site disposal of impacted soil and groundwater beneath the former dry cleaner unit, backfilling of the excavation with stone and zero-valence iron, installation of a vapor and groundwater recovery system, maintenance of a cap atop soil consisting of either impervious material or 1 foot of DNREC-approved material, development of a Contaminated Materials Management Plan (CMMP), development of a Long-Term Stewardship (LTS) Plan, and the recording of an Environmental Covenant with the property deed that restricts property use to non-residential, restricts groundwater withdrawal, restricts land-disturbing and floor- modification activities, and requires compliance with the CMMP and LTS Plan.
Details of the Proposed Plan are available online at: den.dnrec.delaware.gov
The comment period ends at close of business (4:30 PM) on October 7, 2024. For additional information, please contact Lindsay Hall, Project Manager, at (302) 395-2600 or via email at RS_Public_Comments@delaware.gov.
