The Department invites public comment on a proposal to clean-up the Former Three J’s Site (DE-1784) located at 3724 Kirkwood Highway in Wilmington. The site consists of one New Castle County tax parcel (08-039.30-087 of 0.34 acres with one single commercial building, shed, several tire storage trailer containers, a former tank and dispenser field. The remainder of the site is asphalt paved with some grassy areas. The lot was historically used as a gasoline dispensing facility with underground petroleum storage tanks.
Key remedial actions include the submittal of a Remedial Action Work Plan (RAWP), approval of a Contaminated Materials Management Plan (CMMP), which specifies the methods used to manage future groundwater and soils at the site. Following the development and compliance with the CMMP and recording of an Environmental Covenant (EC) restricting groundwater withdrawal and property usage to commercial use only, a request for Certification of Completion of Remedy (COCR) must be submitted and processed.
