The Department invites public comment on a proposal to clean-up the 1320 East 8th Street Site (DE-1689) located at 1320 East 8th Street in Wilmington. The Site was historically used as part of railcar and shipbuilding manufacturing operations. Later, the property was used for the packaging and distribution of domestic goods.
The Site will be subject to the following key remedial actions: placement of a cap consisting of impervious material, such as asphalt or concrete, or at least one foot of DNREC-approved fill material, development of and compliance with a Contaminated Materials Management Plan (CMMP) and a Long-Term Stewardship Plan, and the recording of an Environmental Covenant that restricts site use to non-residential, restricts interference with the cap, restricts groundwater withdrawal from beneath the Site.
