Notice is hereby given that Orient Corporation of America has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for a construction permit to allow for the modification of existing air stripping equipment, with the intent of meeting new standards within their Industrial Wastewater Discharge Permit, at 111 Park Avenue, Seaford, Delaware.
The proposed modifications at the Orient Corporation of America’s Seaford facility would result in an estimated potential to emit of 38.81 tons of ammonia (NH3) over a twelve (12) month period. Orient Corporation has requested that the limits on NH3 emissions be increased from 5.73 pounds per hour to 8.86 pounds per hour and from 25.10 tons to 26.58 tons over a twelve (12) month period. These limits are necessary to restrict Orient Corporation of America’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state.
The application, the “draft” permit (Permit: APC-2008/0012-CONSTRUCTION (Amendment 1)(FE)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit have been posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending November 15, 2021. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
