The Department invites public comment on a proposal to clean-up the Pack and Process site (OU-2) (DE-1421) located at 1101 East 8th Street and 1113 East 7th Street in Wilmington. The Site consists of two operable units (OUs). This Proposed Plan addresses OU-2, which consists of a building foundation for a former car/erector shop. A portion of the erector shop is located underground with standing water. The remaining portion of the OU is overgrown with trees and other vegetation.

Pack and Process (OU-2) will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the site including capping with at least two feet of clean fill to meet DNREC Hazardous Substance Cleanup Act (HSCA) standards; TSCA self-implementing cleanup to address PCB contamination; development and compliance with the Contaminated Materials Management Plan (CMMP); development and compliance with the Long Term Stewardship Plan; the recording of an Environmental Covenant restricting use, interference with the remedy, groundwater withdrawal and compliance with the CMMP; and the submittal of a Remedial Action Completion Report.
