Proposed Plan of Remedial Action for 601 Delaware Avenue Site (DE-1779)

The Delaware Department of Natural Resources and Environmental Control (DNREC) invites public comment on a proposal to address the 601 Delaware Avenue Site (DE-1779) located at 601 Delaware Avenue in Wilmington, Delaware. The site is approximately 0.19 acres in size, located in a densely-urbanized setting, and until 2021, was used as office space for Christiana Health Care System. Prospective use of the site is anticipated to be a surface parking lot.

The 601 Delaware Avenue Site will be subject to the following remedial actions:

  • Development of and compliance with a Contaminated Materials Management Plan (CMMP) that ensures that any contaminated materials are appropriately managed and/or disposed of off-site
  • Recording of an Environmental Covenant (EC) that restricts groundwater withdrawal, requires DNREC approval of any soil disturbances and relocation, restricts site use solely to non-residential, and ensures compliance with the CMMP
  • Request of a Certification of Completion of Remedy (COCR)
