The Department invites public comment on a proposal to clean-up the 1190 East 7th Street Site (DE-1410) located at 1190 East 7th Street in Wilmington. Historically, the Site was the location of railcar manufacturing operations and subsequently a city municipal landfill but has most recently remained undeveloped and wooded.
The Site will be subject to the following key remedial actions: capping of soil, recording of an environmental covenant with the property deed restricting site use to non-residential type uses, restricting interference with the cap, limiting groundwater withdrawal, and requiring compliance with the DNREC-approved Long-Term Stewardship Plan and Contaminated Materials Management Plan.
