Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. Chapter 91, §9126, the Department of Natural Resources and Environmental Control (DNREC) is required to issue a public notice within twenty days after entering into negotiations for Voluntary Cleanup Agreement (VCP). A VCP is an agreement between DNREC and a responsible party with respect to a site that sets forth a scope of work and schedule of remedial activities during the development of the Site.
DNREC’s Remediation Section (DNREC-RS) negotiated a VCP with the State of Delaware Office of Management and Budget, Division of Facilities Management regarding the Capitol Cleaners and 429 South Governors Avenue sites (Sites), located at 411 and 429 S. Governors Ave., Dover, Delaware. Identified by Kent County as tax parcel numbers 2-05-07709-03-4800-000 and 2-05-07709-03-3700-00001, the Site may have had a release of hazardous substances as a result of historical activities on site. The public comment period begins on Sunday, March 6, 2022 and will end at the close of business on Monday, March 28, 2022.
