Notification of Public Comment for a Brownfield Development Agreement for the Delsteel Property, OU-5 Site, Wilmington (DE-1359)

Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. Chapter 91, §9126, the Department of Natural Resources and Environmental Control (DNREC) is required to issue a public notice within twenty days after entering into negotiations for a Brownfield Development Agreement (BDA). A BDA is an agreement between DNREC and a Brownfield developer with respect to a Certified Brownfield Site that sets forth a scope of work and schedule of remedial activities during the development of the Site.

DNREC’s Remediation Section (DNREC-RS) negotiated a BDA with Wilmington Neighborhood Conservancy Land Bank Corporation regarding the DelSteel Property, OU-5 Site (Site), located at McMullen Lane and McMullen Circle, Wilmington, Delaware. Identified by New Castle County as tax parcel numbers 26-016.30-181, 26-016.30-180, 26-016.30-179, 26-016.30-178, 26-016.30-177, 26-016.30-176, 26-016.30-175, 26-016.30-174, 26-016.30-173, 26-016.30-172, 26-016.30-169, 26-023.10-093, 26-023.10-092, 26-023.10-091, 26-023.10-090, 26-016.30-126, 26-016.30-125, the Site may have had a release of hazardous substances as a result of historical activities on site. The public comment period begins on Monday, June 14, 2021 and will end at the close of business on Friday, July 2, 2021.
