The Hazardous Substance Cleanup Act (HSCA), 7 Del. C. § 9107 (a)(1), requires the Department of Natural Resources and Environmental Control (DNREC) to provide “public notification within 20 days after entering into negotiations for a voluntary cleanup settlement agreement with any person that agrees to perform a remedy.”
As required by § 9107 (a)(1), DNREC advises that it is negotiating a Voluntary Cleanup Program (VCP) Agreement with the City of Wilmington regarding the Barbara Hicks Park Site (Site) (DE-1804) located at 410-420 Bradford Street and 405-427 Goodman Street, Wilmington, DE. The Site is identified as portions of New Castle County tax parcel number 26-05800-002 – 009. The Site requires remedial action due to historic activities on site.
