The Division of Water’s Commercial and Government Services Section hereby gives notice that the Town of Middletown has applied for a Non-Hazardous Liquid Waste Transporters Permit (DE WH-439) for the collection, transportation, and disposal of up to 30,000 gallons per year of septage and 30,000 gallons per year of holding tank waste. The transported wastewater will be discharged to the Town of Middletown’s Wastewater Treatment Facility located at 1400 Industrial Drive, Middletown, DE 19709.
Based on a preliminary review of the application in accordance with lawful standards and regulations, the Division proposes to issue a permit, subject to certain operational and reporting conditions designed to protect public health and the environment. The proposed determinations are tentative. Persons wishing to comment upon or object to the proposed determinations are invited to submit same in writing to the Commercial and Government Services Section, at the address listed below, no later than 15 days from this notice. All comments received prior to said date will be considered in the formulation of final determinations regarding this application.
A public hearing on the above will NOT be held unless the Secretary of DNREC receives a request by 4:30 pm on January 23, 2023, or if the Secretary determines that a public hearing is in the public interest. A request for a hearing shall be in writing and shall state the nature of the issues to be raised at the hearing. It must also show familiarity with the application proposal and a reasoned statement of the permit’s probable impact.
