The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of Operable Unit 11 (OU-11) Battery Elder on the Fort Dupont Redevelopment [DE-1618] Site (Site) located in Delaware City. OU-11 is one of the Operable Units (OUs) within the over 300-acre Fort Dupont Site. No redevelopment is planned for OU-11 and it will remain part of the Fort Dupont State Park. The Site requires the submittal of a Remedial Action Work Plan which includes the removal and disposal of lead-impacted soils to meet DNREC Hazardous Substance Cleanup Act (HSCA) Standards; development of a contaminated materials management plan (CMMP); close and abandon the monitoring wells in accordance with state and local regulations; and the recording of an Environmental Covenant to restrict the Site to non-residential use, limit groundwater withdrawal, and require vapor intrusion assessment of any new structures, and compliance with the CMMP; as well as the submittal of a Remedial Action Completion Report.

DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for OU-11 Battery Elder on the Fort Dupont Redevelopment Site on November 12, 2025. There were no comments or questions from the public regarding the Proposed Plan.
