Coastal Zone Permit Modification: FujiFilm

The Department of Natural Resources and Environmental Control (DNREC), Division of Climate, Coastal and Energy, Coastal Zone Act Program has issued a coastal zone permit modification (Project CZA-441M-1) to FujiFilim Imaging Colorants, Inc. (“FujiFilm”). FujiFilm submitted a permit modification application on February 9, 2023 to increase production of high-performance aqueous pigment dispersions for inkjet printer ink at 233 Cherry Lane, New Castle, DE 19720. FujiFilm will more than offset air emissions resulting from this project through retirement of two smaller, older boilers with uncontrolled nitrogen oxide emissions, replacement of three propane operated forklifts with electric forklifts, installation of solar panels with generating capacity to power all electric forklifts onsite, and purchase of one nitrogen oxide emission reduction credit from Division of Small Business.

A virtual public hearing was held on May 3, 2023 and the public comment period remained open through May 18, 2023. Public comments were received and addressed in a Technical Response Memorandum to the Hearing Officer.

Anyone wishing to appeal this decision to the State Coastal Zone Industrial Control Board must do so by July 28, 2023. An appeal form may be acquired by calling Janella Sapp at (302) 739-9000. There is a $100 application fee. If no appeal is received within the appeal period, this decision becomes final.
