The Department of Natural Resources and Environmental Control (DNREC) Coastal Zone Act (CZA) Program has issued a standard Coastal Zone permit (Project CZA-445P) to Goodwill of Delaware and Delaware County, Inc. (Goodwill). Goodwill submitted a standard permit application on February 14, 2025, to conduct a new manufacturing process in an existing building to produce sand from crushed recycled glass and ceramics at 400 Centerpoint Boulevard, New Castle, DE 19720.
A public hearing was held on Wednesday, April 29, 2025, (Docket #2025-P-CCE-0004) and the public comment period remained open until May 14, 2025. Two public comments were received in support of the permit application.
Pursuant to 7 Del. C. § 7007(b), anyone wishing to appeal this decision to the State Coastal Zone Industrial Control Board (CZICB) must do so by end of day on July 6, 2025. A written appeal for this decision may be submitted by emailing DNREC_CZICB_Appeals@delaware.gov (note the underscores between DNREC and CZICB and Appeals) or to the following address:

There is an application fee of $100. If no appeal is received within the appeal period, this decision becomes final.
