Draft Permit

Notice is hereby given that Rogers Corporation, having a facility at 1100 Governor Lea Road, Bear, Delaware 19701, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit (Permit: APC-2024/0069-CONSTRUCTION (NSPS) (VOC RACT) (SM)) for the rerouting of VOC and HAP emissions from its coating mixing room to a regenerative thermal oxidizer, permitted under Permit: APC-2014/0048-OPERATION (VOC RACT) (NSPS) (SM) (Amendment 1).

This construction permit will not result in an increase in facility-wide process emissions. Permit: APC-2024/0069-CONSTRUCTION (NSPS) (VOC RACT) (SM) limits the hours of operation of Rogers Corporation’s coating mixing equipment. This limit is necessary to restrict Roger Corporation’s potential to emit air pollutants and is enforceable by the EPA and the state. Total permitted emissions from the facility are 22.6 tons per year (TPY) of NOx, 12.82 TPY of PM, 0.01 TPY of SOX, 18.2 TPY of VOCs, 1.4 TPY of CO, and 2.73 TPY of HAPs.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor Permit (Permit: APC-2000/0285-OPERATION (NSPS) (VOC RACT) (SM) (Amendment 1)) via an Administrative Amendment.

The application, the “draft” permit (Permit: APC-2024/0069-CONSTRUCTION (NSPS) (VOC RACT) (SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The material is posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending November 7, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
