Notice is hereby given that Satys Aftermarket Delaware LLC, having a facility at 189 North Dupont Highway, New Castle, DE, 19720, has requested a modification to increase the limit on the sanding of aircraft surfaces.

This modification will not result in an increase in permitted emissions. These limits are necessary to restrict Satys Aftermarket Delaware LLC’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state. Total permitted emissions from the facility are 0.80 tons per year (TPY) of NOx, 0.2 TPY of CO, 0.03 TPY of PM, 0.0004 TPY of SOX, 11.9 TPY of VOCs, and 0.8 TPY of HAPs.

The application, the “draft” Permit: APC-2025/0008-OPERATION (Amendment 2) (VOC RACT) (GACT)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The material is posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending May 27, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
