The Department invites public comment on a proposal to clean-up NVF-Yorklyn Operable Unit #3 Site located in Yorklyn, Delaware. The Site has been used historically for paper making, paper vulcanization (with zinc chloride) and for associated zinc reclamation. The Site requires the following: maintaining or improving the existing soil cap placed over impacted soils on the site, an Environmental Covenant restricting land disturbing activities; restriction of groundwater use; and compliance with a Contaminated Material Management Plan and Long-Term Stewardship Plan. The Site is proposed to be redeveloped for mixed residential/commercial and recreational purposes. The Final Plan is being amended to account for a proposed change in land use from commercial only to mixed residential/commercial and recreational use.
