Notice has been given that:
Torbert Funeral Chapel Inc., requests a Natural Minor permit to construct one (1) B&L Human Cremation System Model N-20AA at their 666 South Dupont Highway, Dover facility. The B&L Human Cremation System will be permitted to emit 0.48 TPY of SO2, 1.49 TPY of NOx, 0.15 TPY of Total PM, 1.24 TPY of CO and 0.10 TPY of VOCs by Permit# APC-2022/0083-CONSTRUCTION. Using information obtained through testing conducted and published by the Environmental Protection Agency (EPA), the Department has estimated and modeled the emission rates of various trace heavy metals and hazardous air pollutants emitted from operation of the B&L Human Cremation system and determined that the pollutants do not pose a threat to the health and safety of the general public.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending August 1, 2022. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
